Drag and drop photos

I am using Chrome browser.

I cannot drag and drop the last photo to the top - it will only drag and drop as big as the screen is.

In other words, it will only allow me to drag and drop 3 or 4 photos up at a time - it gets 'stopped' at the top of the screen and the drag and drop has to be started over again.

I have many photos and it is impossible to reorder them this way.

I have made the screen smaller but cannot make it small enough to resolve the problem.  @Don120
