I have a booking enquiry were a parent has asked could a couple aged 16&17 stay at the property on there first solo weekend holiday together with permissions from there parents 

can this happen on Airbnb done no wether to accept the booking

There are two issues:

1. This is a third-party booking—the person who made the reservation is not the one staying. This is not allowed on Airbnb, except in certain cases, which do not apply here.

2. I do not accept minors without an accompanying adult and cannot recommend that others do so either.

I agree with @Guy991  @Toni7043 

I wouldn't accept a third party booking for a 16/17 year old - far too risky .
