Unblocking a blocked guest

A potential guest trying to book was blocked by AirBnB because of the "no party" rule.  After communicating with her through the thread I was convinced she was NOT a potential problem so I pre-approved her.  She still could not book.  I later withdrew my pre-approval and she has let the time run out.   I suppose I have to now deny her in order to keep my 100% rating.  Is there a way I could have unblocked her or is this something AirBnB has to do?  I was unable to get an answer in time when I inquired.

@Judy744  It's not necessary to decline or pre-approve an Inquiry; you've already taken the only action you're required to take, which is to write a reply.
