Business-Travel-Ready in NYC is impossible?

How is it possible to be business-travel-ready in NYC if you are required to be renting an entire house/apartment to be considered business-travel-ready, yet it is illegal to rent an entire apartment (without the owner living there) in NYC?

Not all "entire apartments" violate the multi dwelling law for example one and two families buildings do not.
