CITQ New Rules March 23 Primary Residence

Hello I've heard the CITQ (Montreal) would have new regulations and would give a liscence to any primary residence owners, but I can't find it anywhere. Is the new regulation still happening? 

Also what do you think of Airbnb wanting to shut down all illegal Airbnb in Quebec? It seems odd that it's happening soon after March 23 new CITQ regulation that was supposed to happen. Sounds like lobbying from Hotels or something.
