Do I need planning permission to rent out rooms in Edinburgh?

Hello, I own a property (a maisonette with independent entrance) in Edinburgh where I currently live and it's my primary residence. I am planning to short let some of the rooms in the property. Am I allowed to do so? Or do I have to request the planning permission to the council first?

 

Could the neighbours raise any complaints with the council? My neighbours are difficult unfortunately, even the ones not living in the immediate vicinity, and I am concerned they may be against this. Renting out the rooms would help me a lot meeting the monthly bills, I don't know what to do...

@Mario2813 there is an excellent website from the Scottish Government that explains the rules as they are different in different areas.
