Edinburgh - Secondary Home Licenses and Planning Permission

I am considering the opportunity of buying an apartment in Edinburgh to rent it out through Airbnb. I was reading secondary homes need Planning Permission and takes about 9 months to get the short term license.I have several questions: - how likely is to get planning permission for a secondary home? in another post I was reading tenement apartment have almost no choice of getting planning permission. What are the characteristics the apartment should have to get planning permission on top of those explicitly required by law? How difficult/easy is to get a license for a Secondary home? Would it be possible to rent the apartment a period of 3 or 6 months immediately after the license application is sent to have some cash flow before the license gets approved?
