Help with registration of property with Govt. Authorities and accepting foreign Nationals

Hi, 

I am new to Airbnb as host and my property is in Kolkata. 

I want to know following specific queries:-

1) Whether it is mandatory to register our property with the Ministry of Tourism, Govt. of India or concerned Dept. of West Bengal before listing on Airbnb?

2) Whether for accepting foreign guests, we need to comply with some formalities?

3) What steps should we take when we allow foreign guests?

4) Any help/legal assistance or contact of an agency who can get the registration done, if it's must.
