Hosting an RV Camper in San Diego

I host a camper and I'm struggling with the San Diego STRO license that we must obtain for the TOT. Are any of you aware of that?

Anyways, I stopped the application process when I read that San Diego's STRO ordinance prohibits use of RVs/Campers/Vans/Tents and such for STRO. Did anone hosting a camper in San Diego get approved?
