Obtaining Italian CIR (codice identificazione regionale)

Hi Guys,

Everyone with rental property in Italy will be aware of the need for a CIN, but first you need the local version the CIR. In Umbria this is proving very difficult to obtain.

The commune has actually been very helpful, and I am getting the required works fulfilled to their satisfaction, but it then has to be processed in Perugia, where there are only 2 people for the whole of Umbria.

My understanding is that the larger cities are managing ok with this, but the smaller areas simply can't cope, does anyone else have this problem?

Many thanks

Jeremy

Hello @Jeremy1138

I'm sorry to hear getting this sorted is proving to be a lengthy process. Am I correct in understanding you are still waiting for your CIR yourself?

I wanted to mention some of our hosts from Italy who might be able to share insights on this matter with you: @Andrea6232 @Angela1056 @Vincenzo89 @Marisa182, what has your experience been of this process?

It might also be useful to see if there is a host club near you, to connect with other hosts in your area dealing with the exact same procedure. You can find a local Host Club here 👉 Local Host Clubs

I hope this helps! 😊

Hi Rebecca,

Thanks for responding.

Yes, it's the CIR that I'm waiting for. The Ministry of Tourism allows you to self declare and apply for it online, but that appears to have disappeared into the either.

If any of the those you mention, @Andrea6232 @Angela1056 @Vincenzo89 @Marisa182, have insight that would be very welcome.

Realistically our best hope is that the government puts the deadline back again, as this could be a big blow to Italian tourism.

I will look into the local clubs too.

Thanks for your help

Jeremy

Ciao @Rebecca , all those who want to rent their property to tourists in Italy must request permission from the  Municipality. When I started renting our house on Airbnb, 7 years ago,  I  received the CIR in a short time.
Since the Italian Ministry of Tourism established the CIN (National Identification Code), everyone must first have the Regional Code to request the CIN. You must add your CIN to your listing on Airbnb before January 2, 2025 , otherwise Airbnb will obscure your listing and you will not be able to receive reservations.
All municipalities now find themselves overloaded with work because a large number of landlords have never bothered to ask for permits before they started to rent.

If you are in possession of the Regional Code you get your CIN on the BDSR (Banca Dati Strutture Ricettive) immediately.

@Jeremy1138

Thank you @Angela1056

We started a year ago, and although we've been paying tax, we hadn't gotten round to registering with the Comune, as I find the Italian bureaucracy a bit intimidating!

Hello @Angela1056

I have now got my CIR code but can’t get into the BDSR site to get the CIN code - it keeps sending a one-time passcode but I don’t know where/how?!

Has anyone else managed to get in?
Thanks in advance

Dan

Ciao @Julia5167 , I don’t know what stage you are at in registering as a foreigner. Did you follow these steps:

Have you sent the completed form together with the documents?

Did you get your credentials codes? As you had to give a phone number in the form, maybe you’ll receive the one-time-passcode on your phone?

Hello

Thanks, yes I got all my login credentials from them and reset the password

maybe they won’t send codes to a UK phone number?

Thanks Julia

Ciao @Julia5167 , if they accepted your UK phone number in the application form, it should be possible to receive the codes. But who knows? Check your phone settings …

Sorry, I can’t help more

Ciao @Rebecca ,

I had the same experience of @Angela1056 , but I am located in Venice, I understand that in other parts of Italy there could be delays, I am sure that Airbnb will take into account this issue ...

Andrea

Thank you for replying @Andrea6232

They put the deadline back once, so hopefully that will happen again.

Hi Jeremy

Do you have a link to the site you referred to for online CIR application. I reached out to Advocate Abroad but they want to charge me €250 +VAT to help me obtain my CIR and CIN when I thought I would/should be able to do it myself. I did the CIN application on the BSDR site, however, as I don't have the CIR yet it was rejected

Any information you can share will be appreciated and greatly received

Many Thanks

Karen

Hi @Karen4370

There was an option on the CIN site, using the foreigner option, to make a regional declaration that everything was correct. You need to sign in to get access to it, which is quite involved.

However, for my area, Castiglione del Lago in Umbria, I don't think that will pass the test. I haven't heard back anyway despite the 30 day promise. I'd say that's a real long shot.

I have now engaged a geometra with close links to the comune, and we're getting a report made on which the council will send an application to Perugia.

Sorry that's not very helpful

Dan & Julia

Hi Dan and Julia

I had the same problem with logging into BDSR as a foreigner after receiving my credentials, and it saying it has sent a one time password which appears nowhere.  I am in Italy so location is not the problem.

I have resolved it by doing 'forgot password' every time I want to enter BDSR.  I just reset to a new password each and every time I enter.

Hope that helps you
