Obtaining Italian CIR (codice identificazione regionale)
Hi Guys,
Everyone with rental property in Italy will be aware of the need for a CIN, but first you need the local version the CIR. In Umbria this is proving very difficult to obtain.
The commune has actually been very helpful, and I am getting the required works fulfilled to their satisfaction, but it then has to be processed in Perugia, where there are only 2 people for the whole of Umbria.
My understanding is that the larger cities are managing ok with this, but the smaller areas simply can't cope, does anyone else have this problem?

I'm sorry to hear getting this sorted is proving to be a lengthy process. Am I correct in understanding you are still waiting for your CIR yourself?
I wanted to mention some of our hosts from Italy who might be able to share insights on this matter with you: @Andrea6232 @Angela1056 @Vincenzo89 @Marisa182, what has your experience been of this process?

Thanks for responding.
Yes, it's the CIR that I'm waiting for. The Ministry of Tourism allows you to self declare and apply for it online, but that appears to have disappeared into the either.
If any of the those you mention, @Andrea6232 @Angela1056 @Vincenzo89 @Marisa182, have insight that would be very welcome.
Realistically our best hope is that the government puts the deadline back again, as this could be a big blow to Italian tourism.
I will look into the local clubs too.

Good morning everyone,
I am in Abruzzo and having the same problem, I need the CIR in order to obtain CIN and I agree with Jeremy that I hope they put back the deadline again or my business (11 years) will come to a grinding halt.
I have been on every website I can find and followed all the advice, links etc one email address is blocking messages because the account is full. This demand is yet another idea that has not been fully thought through.

Ciao @Rebecca , all those who want to rent their property to tourists in Italy must request permission from the Municipality. When I started renting our house on Airbnb, 7 years ago, I received the CIR in a short time.
Since the Italian Ministry of Tourism established the CIN (National Identification Code), everyone must first have the Regional Code to request the CIN. You must add your CIN to your listing on Airbnb before January 2, 2025 , otherwise Airbnb will obscure your listing and you will not be able to receive reservations.
All municipalities now find themselves overloaded with work because a large number of landlords have never bothered to ask for permits before they started to rent.
If you are in possession of the Regional Code you get your CIN on the BDSR (Banca Dati Strutture Ricettive) immediately.

We started a year ago, and although we've been paying tax, we hadn't gotten round to registering with the Comune, as I find the Italian bureaucracy a bit intimidating!

I have now got my CIR code but can’t get into the BDSR site to get the CIN code - it keeps sending a one-time passcode but I don’t know where/how?!
Has anyone else managed to get in?

Ciao @Julia5167 , I don’t know what stage you are at in registering as a foreigner. Did you follow these steps:
Have you sent the completed form together with the documents?
Did you get your credentials codes? As you had to give a phone number in the form, maybe you’ll receive the one-time-passcode on your phone?

Ciao @Julia5167 , if they accepted your UK phone number in the application form, it should be possible to receive the codes. But who knows? Check your phone settings …

Ciao @Laurine67 , if you are not able to get the Regional Code, you can’t ask for the CIN. The other possibility is to ask a Property Manager to do this for you. Of course there would be a fee…

I, too, am having great difficulty getting into the BDSR site. After logging in with User Name and Password, I open Microsoft or Google Authenticator to receive the 6-digit, single-use security code on my cellphone. It is immediately rejected as ‘invalid’ once it is entered. I’ve tried repeatedly, on multiple occasions, and cannot get past this necessary authentication.

Hi, I think the website has been updated now and leads you through to a QR code from which you download Microsoft authenticator which then provides the 1 time passcode each time you log in. I have achieved this but as I have no idea how to get the CIR, I cannot get the CIN …..
