Everyone with rental property in Italy will be aware of the need for a CIN, but first you need the local version the CIR. In Umbria this is proving very difficult to obtain.
The commune has actually been very helpful, and I am getting the required works fulfilled to their satisfaction, but it then has to be processed in Perugia, where there are only 2 people for the whole of Umbria.
My understanding is that the larger cities are managing ok with this, but the smaller areas simply can't cope, does anyone else have this problem?

Yes, for me, the comune. I got myself an Irish passport, and so had EU status.
I think if you don't have that, but you have digital Nomad status, the next step is to register with the Qustura, and then go to the Comune. But I would recommend speaking to some one like Kidane who knows the process inside out.
My Italian is ok, but I brought an Italian friend who was able to do some buttering up. Made a big difference!
It takes a while, but if you persist I'm sure you'll get there.
Okee dokee - do you mean I need to register with the police when I next return? What is the Qustura? And also I;ve just discovered that I need a CIR! Which I don't have either even though I've rented out my place on Airbnb for the past two summers and paid taxes via this platform too... Lordy... how do I get a CIR? GRAZIE!!!

I have not directly done this, so it's probably best you speak to someone that's been down this route.
As I said to Wednesday I'd recommend the lawyer that made this all happen for me, he's called Kidane, and this is his email address.

Last Tuesday, the 10th, the Ministry of Tourism wrote to me saying that it was over 30 days since I'd applied online (its was over 60!), I could now go straight to ordering a CIN, without the CIR.
This was fairly complicated but is now done. I am now waiting for them to send me the CIN 6 days later.
The way this now works is that if the comune finds an issue with the house they can fine you or retract your CIN, but I have established a relationship with the comune and it understands works are being carried out.
I'm finding g it impossible I have apt in Pizzo v , no one can help, v frustrating

It cost me €300 for him to do the CIR he expects the CIN to cost no more than €150 just depends on how much additional work is involved. My place is in the Lombardy region and they have a another site ROS1000 I need to register with (he sorts it all for me so its not stressful at all) He WhatsApp me and calls with updates, I would highly recommend him and he covers all of Italy whatever region and he has other Irish clients he is working with too

I've tried 3 times already today by changing my password to get onto the BSDR website without success as still receiving the message regarding a one time code which goes nowhere 😞 I've obtained my CIR just need to CIN now
Just to update you, the code we are all struggling with, is for a two step authentication, therefore, you need to have the authenticator app downloaded to get the code to log onto the portal. I raised a ticket in BDSR and got the following back. Really useful information, until you get to Step 3 Item 4 if anyone manages to locate the QR code I would be interested to know as I've failed miserably to find it

Even with Italian residency and an ID card I cannot get either a CIR or CIN. I am on good terms with the local comune, paid my taxes for 20 or so years and rented through various agencies with no problem until this year. The process and system is clearly broken with various results across Italy regarding its success. I have chosen not to continue with EU registered agencies such as Airbnb but instead using off-shore agencies where a CIR or CIN is not required to advertise. My next meeting with the comune is in a few weeks so I still hope to resolve it maybe in time for the Mars landings…
