Obtaining Italian CIR (codice identificazione regionale)

Hi Guys,

 

Everyone with rental property in Italy will be aware of the need for a CIN, but first you need the local version the CIR. In Umbria this is proving very difficult to obtain.

The commune has actually been very helpful, and I am getting the required works fulfilled to their satisfaction, but it then has to be processed in Perugia, where there are only 2 people for the whole of Umbria.

 

My understanding is that the larger cities are managing ok with this, but the smaller areas simply can't cope, does anyone else have this problem?

I have now received my CIN!

 

It took 6 months to receive my CIR, but after that it was fairly straight forward.

 

I say straight forward, but that is only because of the help of my local geomitra, and the fact I have a CIE number, which I received with my Italian identity card.

 

I hope everyone else on here gets their's too soon.

We brought a property in Sicily (just outside Palermo) last month and would like to let it on a short term rental basis to tourists.

I need to obtain the CIR and CIN.

if anyone on this thread has a property in agriento area, please help! i cannot figure out how to get a CIR. CIN, i managed, but CIR has thus far eluded me. I am not there in person to deal with it, and just received a disturbing registered letter from the local carabinieri...

Sorry for jumping in, but I was wondering if anyone knows wether CIR and CIN need to be re-issued in case of ownership change? E.g. if you buy a property with existing license do you then need to obtain a new CIN and CIR?

Yes of course @Mariam365, if you change the ownership of the property you need to do all the registrations in Municipalities, Region and Police (Questura) again in order to obtain a CIR and CIN related to the new owner.
A private owner of a STR has to make up an account on Airbnb as primary host because Airbnb will withhold the 21% tax on his payouts and send the certification about the tax to the Agenzia delle Entrate in his name.

Thanks a lot for prompt reply, Angela1056. We consider buying a studio in Rome I wonder if there is any threat that we get refused on all the necessary certificates. 

Initially we were looking at Florence, but as far as I am informed there are restrictions on new property licenses  for historical part as of last year,  imposed by regional authorities.

I would be grateful if anyone can share more information on what is the risk of not getting license for STR.

Ciao @Mariam365 , as a foreigner it is extremely difficult to do all the bureaucratic procedures because in order to apply for CIR and CIN you must get PEC, SPID and digital signature first. It would be best to seek the help of an accountant, lawyer or property manager.
