Planning permission/change of use in derbyshire

Hello, I am changing a dining room and adding a bathroom and a bed and adding an external door. My council have told me I need planning permission as they class it as change of use. Has anyone else had this advice from their local council? They said if family member was living in the room I wouldn't need it.

@Josie206 Are you blocking up the existing entrance from the house? I would advise not doing so (if you can make it work). If you keep this entrance then you can, I believe, use the rent-a-room scheme which gives you £7500 tax free income. I can't believe you need planning permission for this but you will need buildings regs approval.
