Refund one night and service fees

I am offering a one night refund due to amenities that did  not

 work. However, will AirBnb reduce their fees based on the lower amount?

No. It is a just refund of some money, not a change of the reservation.

Also taxes (if any) will not be refunded

BTW

If you change a reservation (e.g. shorten it by 1 night), fees and taxes will be refunded too
