does Airbnb have a tool so I can send an email offer to all previous guests?

If you want to market to guests, you need to collect their data in a way in Europe which is GDPR compliant.

I record my marketing activity with guests using excel and include a copy of confirmation they have opted into receive information from me.

look up GDPR.

if you want to collect guest contact details for marketing purposes you need to ask them to opt in to receive marketing content.
