In addition to the above, the licensing process in Edinburgh has become mired in the legal outcomes from the 2 judicial reviews raised by the industry last year, and the ongoing wrestling over planning requirements.
It is understood that the Edinburgh Council licensing department is now pressing ahead with their licence applications as they have a requirement to determine these within a 12 month statutory deadline, so that is perhaps why you are now seeing some movement on your application. However the planning decisions side remains stuck, and the next stage on that is a Council Planning Committee meeting in April which will consider a report from the industry with proposals on the way forward. It is currently unclear whether this will change anything.
This twin track situation could therefore lead to a very realistic scenario that licences are awarded but are then subsequently retracted if applicants then subsequently fail with their applications on the planning side. This is obviously hugely undesirable for all concerned, and industry efforts are being made to lobby against this outcome.
