Society not letting flat to give on bnb basis

My name is sandeep from Maharashtra kolhapur I have just listed my property and trying to submit noc but the society has made up there mind not to give me permission so what should be done in this case

What is an NOC and what 'society' are you referring to @Sandeep134 

remember this is an international community so the majority of us won't be familiar with terms that are country specific .
