Are taxes applied to both hosts and guests? I noticed that when I sent a "special offer" the guest was being charged tax on the stay. But otherwise it doesn't show on their payment schedule. ??

Looks like you are doing 30day minimum due to the Short Term Rental Restrictions in Indio? Many Hosts list their homes to take advantage of the Coachella Festival in April (looks like you have done that in the past). For stays 30days or more there is no transient occupancy tax. However, when doing a special offer, you provide your rate (plus any fees) total to the guest. Airbnb will then apply their service to that as per what @Helen3 & @Joelle43 said. Therefore, the final number the guest sees includes the Airbnb Guest Service Fee on top of what your offer is; there should be no taxes, as you are doing the 30+ minimum.

Your monthly rate is very high compared to other listings. You might need to lower that a bit to attract monthly stays for the festival.
Can you post a screen shot of what you are referring to?
Airbnb will apply their service fee and taxes (where applicable) after you send the special offer and the guest accepts. The Host should just add the entire nightly rate and cleaning or other fees when sending the special offer. Taxes should appear on the reservation details if they apply. In some areas, if the guests stay is over a certain number of nights (usually 30+nights), then Occupancy Taxes do not apply. This is also true for sales tax in some areas if the stay is 30nights or more.

You have a 30 day limit on both of your listings and guests see the Airbnb commission displayed along with the local taxes shown.(Quite a sum!) I found this link on the taxes for California that might explain the amounts that guests have to pay:
