Taxes on Pool Heater Fee

Does anyone know if local and lodging taxes should be collected on the pool heater fee? 

Currently, I charge $65 per day in Gulf Shores, AL.  Should I charge an additional 16% and remit this additional tax outside of Airbnb?

According to the tax office, it is not taxable:
