If I send a special offer to a guest and they accept it. If they choose my beta cancellation policy, will they receive an additional 10% discount?

I never used Airbnb as a guest, so never recieved a special offer. But it would suprise me if the guest has the option to choose for the "no-refund cancellation policy" (if choice available when making a "normal" booking)
