Best cities to host AirBnB in the Bay Area (CA)?

Which cities in the Bay Area (Northern California, no more than 3-hour drive from San Francisco - e.g. San Jose, Palo Alto, SF, Oakland, etc.) have the most flexible AirBnB regulations? I can't find a single one that will allow me to host multiple properties for the majority of the year. Are there any flexible CA cities for that matter?
