Drought in the Cape! What happens if there is no water for my guests?

What happens if I need to cancel reservations due to the severe drought situation in the Cape? The area is on level 4 and if it gets worse, it will affect guests with water usage or possibly no water at all?

Please could somebody give advise on this? Im worried about my upcoming guests and this situation.
