I do have IB. What delays my response which I'm now penalized for, is that the inquiry is by someone who is not fully verified. I have that as my preference. IB shouldn't be permitted if inquirer doesn't meet my criteria good reviews and fully verified

Can you clarify how you are being penalized? Instant book is for bookings only (hence the name). It does not prohibit inquiries and you seem to be mixing up inquiries with bookings. One way to handle inquiries from people who are not verified is to decline with a message stating that you only accept inquiries from verified guests and that they are welcome to submit another inquiry once verified. That way, you can keep your response rate high, without having to spend a lot of time with non-verified inquiries.
