I declined guest inquiry but still says pending.

An inquiry just needs to be answerred within the time limit. I never decline an inquiry, it is not neccesary.and also no obligation. You can remove an inquiry from dashboard.manually

@Troy106  When it says Pending, it could be that the guest had sent a booking request. If you see an Accept and a Deny button, it is booking request instead of booking inquiry. You can click Deny if you don’t want the guest to book.
