How do we go about having a hosting community for our city or country?

Whilst there are a lot of questions that are relevant wherever you live there are some that are not.

Is this possible?

We have "Home sharing clubs" on the forum @Heather577, Have a look through the list of towns, if nothing comes up you can request to add one by scrolling to the bottom of the page.
