How to deal with psychological disturbed stalker

Hi,

I had an interesting discussion with a friend who rented out his summerhouse and during the night, the diswasher  caught small fire with lots of smoke. Nobody got injured and the family left next day. Now my friend get stalked after months by the ex guests asking him for money because of the bills of consulted psychologists. I wonder they have a legal right to do so ? Does someone know how my friend should react ?

Your friend should block him so he can't disturb her anymore
