why is it impossible to actually contact some one from the AIRBNB

A person want so to book my   ONE BEDROON APARTMENT

they have 3 DOGS

2 Very LARGE HUSKIES

1 x RUssel

if i say NO  the dates are BLOCKED

They also have ZERO  REFERENCES

just decline them. WHy the need to contact airbnb?

If you are working the decline correctly then there should not be any blocking of your dates.  You could also, I don't know how much time you have, tell the guests you can't accept them and that THEY can cancel the request....which then doens't affect your acceptance rate.
