Organizing to protest Rule 23 in County of Hawaii

What is being done to revise Rule 23 to make it less onerous . My want is for all AirBnB hosts on the island of Hawaii to being sending in their protests about Rule 23. In my opinion, the County of Hawaii is not supporting its short-term vacation rental, a major source of tax dollars and tourist income.
