Penalties for Cancellation due to State Mandate

I know I made a mistake by leaving IB on, but I did it so Covid responders could book (so, please don't bash me for not turning it off -  I did now). It NEVER occurred to me that a local would book for a week despite that we are BOTH under stay home orders and the governor has suspended all vacation rentals (including Airbnb and at risk of "criminal sanctions"). I contacted support to cancel and was told I would be penalized.  I have never cancelled a guest before so I understand the fee will be waived.  However, does the 1% allowance cover all my rentals or just that one?
