Pre-approvals

Hello,
A potential guest made an "inquiry to ask about the place, but didn't say anything about confirming the booking. Am I supposed to hit the "pre-approve" button right away, or wait until the guest confirms through communication to me? If I pre-approve, but they don't book within 24 hours, are they still able to book in the future?
