Requirements from local governments and host solution

I am traveling as a guest in Portugal. The government has implemented requirements to be able to track travelers in order to track Covid cases. I am all in.

I see very different implementations by the hosts from paper forms and in the current case they asked the guest to fill out an online form (great idea) but it does in the specific case not work smoothly, i.e. the implementation creates an obstacle, which means a less than great experience for guest and host. 

While encouraging hosts to be creative in responding to official regulations, it is important that they work through the kinks.
