In the recent past "send special offer" or just "special offer" was an option for me and I used it. The documentation says it's supposed to be available for pending requests. It is not currently showing up. Why not, and how do I get it fixed? Is this a browser issue? It happens in chrome and safari on os X.
I have the same problem. I've tried Chrome, Firefox and Edge but no luck. I would like to get a fix for this as well.

After fiddling more with it and reading more comments, it appears the special offer option differs if it's an inquiry vs. a booking request. If it's a booking request, "special offer" does not appear. If it's an inquiry or a DECLINED booking request, it does appear.
So the host can't send a special offer to someone that's just requested to book. You have to decline the request and then send the special offer.
Confusing and non-intuitive in my opinion.
Gosh - I sure wish I'd read that before I spent so much time trying to figure out why it wasn't showing up! Finally I accepted the offer and the button showed up, but then it said the dates weren't available, because of course, I had just booked them! That's a really weird glitch in an otherwise elagant system. Thanks so much Len for answering the question. It's not explained anywhere that I was able to find.
