Using a special offer to collection of county taxes on the rental income/cleaning fee

I am unable to see the option to send a special offer in the "messages" section as the Help Center suggests.  The dates on my calendar are clear.  I've been told that sending a special offer is the only way I'm able to collect for taxes.  Because the payment of the taxes goes straight to the county and not into my pocket, how do I avoid Airbnb applying their service fee to the tax payment?

@Jennifer367  Instead of sending a Special Offer, after the guest has booked, send them a request for the amount through the Resolution Center.
