I got a request from a guy who has 0 verification and 0 reviews
Is that even allowed?

Hmmmm 0 verification - that's wrong to slip through unless it is pending approval. Reviews, yes that's normal unless you have specifically adjusted your setting to only accept requests from guests with reviews; everyone is new at some point and has to start without reviews. This is when communication to establish suitability is even more vital but ultimately it is your choice if you wish to accept a guest without reviews.

Perhaps ask the guest a few questions like why they don't have any verifications, what verifications they have submitted, purpose of trip, bit about themselves etc. to get a feel for the guest then make a decision based on their response.
