Where do I find the "special offer" button?

I looked in the Help menu and it states that there is a button to send guests a special offer.
In the message, I only see "accept" or "decline". There is no special offer one.

The button is not available on a pending request, only on an inquiry.

So you can accept and change reservation afterwards to the agreed price, or ask guest to withdraw the request and sent an inquiry
