As far as I know, it depends on each guests to upload their passport or government ID to their profile or not. However, if you want to have a more secure bookings from your guests, do check the box in your booking settings for "government issued ID" which means that ONLY guests that have submit their government issued ID or passport can book your place.
However, when you can not give AIrbnb a legal supporting documents, I am afraid they will not release them to you as for privacy matters. And I feel that if it is urgent, it will still takes time for me to obtain this information from airbnb.
What I do now is I documented my guest's ID myself during their check in or ask them to email me before their check in for safety reason as obliged by my local government in case they need to locate foreigners during their time in my country.
