hello everybody I need your help for a suspicious message I have

One lady send a not understanding message and asked to stay at my apartment for 10 days.

The message is that: 

pe, e oe o e peo, o eo a epex ox. e a aep, aa oe e o oe oe oe epe oe e e

and I answered her that:

What is that you wrote to me?
I don’t understand anything.
Please answer because otherwise I will have to report you.

It passed 6 hours and she didn;t answer me back. I want to decline this request but I don't want to have any penalties, what should I do?

Decline the request (no penalties, only if you decline too much requests, it will affect your acceptance rating, but not that important) ,  report the message (via the "flag" link in the message) to Airbnb
