photos won't upload

I'm having a problem uploading photos. I've done it before and it has worked but this time when I click on the upload photos icon nothing happens.

 on  windows UNBLOCK in proprieties  photo.

I've been trying for over an hour to upload my photos on my airbnb listing. It isn't working! It keeps  putting the worst picture as my cover photo no matter what I do. There doesn't seem to be a way to choose the cover photo as there used to be. Also, lots of the photos are just stuck and not uploading at all. I am so frustrated! This used to be easy and now it's not.

Try to resize your image. Maybe limit of size, resolution,...

My problem is that once uploaded, I get a message saying that it can't be read.  I have used both Drivers License and Passport.  I have scanned then saved as Jpeg to upload.  I have taken a phone picture then emailed to desktop top upload. Thoughts anyone?
