regulations for hosting adventures involving travel in california and oregon

i am having difficulty understanding airbnb's instrucitonal pages for getting started as an experience/adventure host who leads tours and transports passengers. things like insurance and licensing. for instance, CA requires $750,000 policies; DOT requires $1,500,000; airbnb offers $1,000,000 property and injury protection. does airbnb offer additional insurance for sale or as part of their service? also am confused about the requirement to register my personal vehicle with a tcp number for my four pax vehicle (five, including driver), for a DOT number and for a chp inspection with under nine pax. also wondering if I have to register as a corporation, or if I can be a sole proprietor. please someone help or direct me where to go. i have looked at airbnb's instructions and am still confused. i really need to speak to either a member of the staff or another host, either by email, text, chatroom, etc, or phone. thank you SO much for  your help 🙂
