Do the "Popular" and "Under Consideration" lists ever change?

Host Voice is a nice feature, but you often get the sense you're shouting into a well, only to hear your own voice come back.

To that point, I like to check out the "Popular" and "Under Consideration" lists to see what new ideas are breaking through. It's all but impossible to know, however, because those lists never seem to change. "Under Consideration" has been static for months, and "Popular" seems to barely refresh.

How can this be when certain posts listed as popular have a fraction of the "Likes" and comments that other more recent posts have earned? Do these lists mean anything at all?

Or is this like a suggestion box at a school or workplace -- it's really there to make you think management is listening, but at the end of the day, no one really reads them. I'm starting to get the sense that's what this is.

The "please add a tax line item so we can comply with local law" request is a huge example of this. All the "likes" are spread out among 100 different threads complaining about this, but not one has ever moved to "under consideration."
