Cancellation long term

This is part of what the policy says:

 

"If the guest gives more than 30-days notice, the changes will happen automatically and the guest will be charged or refunded accordingly."

 

What dies this mean!? I don't want changes to happen AUTOMATICALLY when I have not agreed to a change even if I get more than 30 days notice. 

 

I have a guest who has booked for 4 months+ and if he wants to reduce his stay, I DO NOT want his entire reservation... Therefore he's the one who should pass the burden of CANCELLING after I reject his change. 

 

Please help clarify this.
