I believe it only covers the amount of guests who booked. That is why you should make sure that you only allow the number of guests who book into your listing.

Sorry but I don't understand? if someoen who is registered on Airbnb books then says can there friend stay who is not on AirBNB will they be covered too?
Yes you should always have the guest count accurately reflect the amount of guests staying in your place. We have a rule that says that if more guests stay than are accounted for in the reservation the reservation will be canceled without refund.
