Does a guest has to pay airbnb fee if I make a special offer of 0 dollar?

I guest wanted to cancel last minute. I could not accept it because I would have lost the weekend but I  want it to give her the credit for later. If I make an offer to her for 0 dollar (because the guest has this credit) does she has to pay an airbnb fee still? she already paid it on her original reservation that she is not using it.
