Eldorado County CA Regs

Navigating the new regs in our county. Has anybody completed the process? Some of the info is a bit confusing, such as the need for rental agreement. Any ideas? I thought the agreement was handled through the ABNB website. At least VHR's aren't totally outlawed in the county (no thanks to South Lake Tahoe).
