Hosting Service Fees - what criteria sets the % above the "generally 3%"?

I've only been hosting since July 17, I believed the hosting fee was 3%. In an effort to understand why my payments weren't what I was expecting, I've reviewed my payment and calculated that my service fees are being charged at 3.6%. Can anybody explain why 3.6%?

The fee as increased with VAT.
