Hosting for Hurricane Harvey evacuees

I am in New Orleans and have listed both of my apartments as free to Harvey evacuees since they are unoccupied for the next few weeks. I've recieved a request from a verified user with no reviews about availability, but his message is accompanied by the usual breakdown of my earnings including the cleaning and airbnb service fees. I sent him a link to the airbnb site for Harvey evacuees.  I'm confused about how this works, I've never offered my places for free to evacuees but having gone through Hurricane Katrina I'm happy to do so. Does airbnb vet evacuees by where they live? Does a request for an evacuee to book for free notated in some way by Airbnb?

Maybe this person is just booking regularly. I can't find any info on how this process works once you've signed up to host for free.
