Legal Question re: New Airbnb regulation on PG county (MD)

PG county (MD) recently passed a new legislation limiting the number of days for short term rentals to 180 days per year and requiring a short-term license. I reached out to the county inquiring about the new license and they said that it will go into effect in October 1st, 2019.  I wanted to start renting my basement on Airbnb way before then (first rental) but they said that that it will be illegal and I can get penalized ($1000) and will not get a future license if I do it before October (this also applies to current hosts). Is that true? How can I get penalized for a law that is not active yet? Any legal advice? This is really upsetting as now I wont be able to start the Airbnb in almost a year! Thanks for your help!
