Philadelphia Regulations - How do you legally rent a home full time in philadelphia 365 days a year?

We are having trouble with understanding Philly regulations, zoning and permit specifics for hosting a property full time that is not your primary residence. We even went to L&I and they seem confused. We also looked at the links below. 

Does anybody have info into how you can legally rent a home in philadelphia 365 days a year? RIght now our home is residentially zoned and not our full time residence and L&I stated we canot legally rent. Lets all work together to get a better clear description of how hosts can rent a home FULL TIME that is not their primary residence in Philadelphia
