Hi James,
I don't know if you've already found the answer but here are a few articles that could help. The Home Sharing Ordinance is pending vote by the City Council. If approved, the rules could go into effect starting July 2019.

Here is the full list of activity by the City Council regarding the regulation of short-term rentals in Los Angeles:
https://cityclerk.lacity.org/lacityclerkconnect/index.cfm?fa=ccfi.viewrecord&cfnumber=14-1635-S2
Highlights of the measure currently under consideration:
- home must be primary residence
- host must submit registration form registering property in Los Angeles
- days rented capped at 120 nights per year for property in Rent Stabilized areas. The cap of 120 nights per year could be exceeded with a clean record with no violations from the city, or if the host can make a successful case to planning officials that it would not harm the area
- 2 nuisance violations could result in revokal of license
I hope this helps. If you have any questions, please let me know.
Best regards,
David (co-host)
